In this blog post the guy complains how difficult it was to pass the theory test:

I looked rather out of place in the lectures, which were filled with devious-looking youths and wannabe bosozoku. They were uniformly dressed in tracksuits and often bore obscenely well-maintained hairstyles. We spent most of our time in the lectures watching a series of videos on driving theory.

I think this is the case anywhere when it comes to the younger crowds wanting to ride on motorcycles. I am, however, impressed that the people training and teaching these folks are actually very experienced on bikes as well as with the laws. His experiences just shows you can have anything you want with enough hard work and determination!
