Tokyo outlines plans for English Village www3.nhk.or.jp

The Tokyo Metropolitan Government has unveiled an outline of a facility designed to boost young people's communication skills in the English language.

The Tokyo government is planning to open the educational facility dubbed English Village in September next year, in the lead-up to the 2020 Tokyo Olympics and Paralympics. The project is part of Tokyo's efforts to foster globally-minded talent.

The outline of the facility was presented to a meeting of the board of education on Thursday.

This kind of plans start nicely, but don't really work. I remember one project where universities started teaching English lectures; but the professors used the funding to hire their favorite students (to get research done) instead of who actually have teaching skills. Now the project has ended and there are no more English lectures.

I always thought this was a non-issue but it seems like it really is. The fact that favoritism is hurting the actual lessons says it all.
