TOKYO -- Japanese employers are in hot pursuit of information technology personnel, according to Masamichi Mizuta, president of major temporary staffing agency Temp Holdings. At the same time, restaurants and other enterprises that rely on part-time workers are struggling to gather sufficient human resources.
