When the demand is there, and the economy is not so good,I think there is a chance for them to appear. even when they are not illegal, the shops are kind of embarrassed to display them in shops. The best way to buy is to ask.

wow, I thought that Japan is extremely unfriendly to everything that is related to piracy in one way or another and things like that are impossible to get in Japan itself.

There are other similar gadgets that you can find in Akihabara. I once saw a TV box for hacking into Cable TV channels.
