quotation marks

Japanese English can be very funny, but this example is quite extraordinary because with just the quotation marks the author expressed quite the opposite from what she wanted to say :)

Ouch! They completely lost it with what quotation marks convey. My wife has been asking me to start a non-profit that helps with correcting these English signs :o). I wish I had the time.
