The unlikely partnership between 2016’s one-hit wonder and Japan’s most powerful directly elected politician is meant to be promoting LED light bulbs and energy conservation. Governor Koike with a leopard-skin scarf, semi-singing along to a version of the minimal PPAP lyrics, is not an image you can un-see quickly.

This is a publicity gimmick :-p This lady is aiming at the diet; she has been doing various things, trying to get the independents' votes. She has not actually done anything yet, but that is good enough when the two previous governors had to quite due to bribery and misappropriation of funds.

Well hey, at least pushing for LEDs is a good thing, right? haha I mean most people in the government are a bit shady. They have to be because if they were truly 100% honest, other people (even from other countries) would take advantage of them.
