This is a common question among foreign residents in Tokyo. We have been told that both parents must be working for the child to be eligible for childcare at almost all daycare centers. What is the reason for such stringent requirements?
I think that this is a good rule. I mean if you are not working then why should someone else be caring for your child? The only other reason I can see being acceptable is if you are in school. Too many people rely on others to raise their children and wonder where they went wrong when they get older.
