Can drones be used for surveillance in Japanese suburbs?

While the crime rates in Japan are not that high, there are some crimes that happen in suburban Japan. The incidents taking place around unused land are particularly hard to track, due to the lack of evidence from street cameras etc.

Is it possible to use drones or balloons with cameras to counter this problem?

It is absolutely possible and I am sure that Japan will be in the avantgrarde of practical drone usage. It seems to me that in Japan issues like this don't get much public discussion, so if the government decides to use (in this instance) drones, they will start getting used without spending much time for consultations. At the same time they will probably not make a big fuss about it, but rather launch some test projects. So we might not learn about them right away.
